In 1944 he founded, in Argentina, the political tendency that would later become known as Morenism, and in 1982 he founded the International Workers\u2019 League \u2013 Fourth International (IWL-FI), of which he was the main leader until his death. A compact march of 10,000 people including several international delegations walked to the Cemetery of Chacarita (Buenos Aires) during his burial.<\/em><\/p>\n<p style=\"text-align: center;\">\n<strong>By Alejandro Iturbe (Partido Socialista dos Trabalhadores Unificado &#8211; Brasil)<\/strong><\/p>\n<p>30 years after his death, Nahuel Moreno still lives on as part of\u00a0 the political life of important sectors leftists in Latin America and around the world. Currently many political organizations of Latin America and Europe consider themselves \u2018Morenoists\u2019, while many other Trotskyist and left-wing organizations distinguish their political tendencies by criticizing (and occasionally misrepresenting) his positions.<br \/>\nThis political presence was built along almost 50 years of national and international militancy, and it will surely be commemorated in many countries of the world through events, seminars and written articles. In Argentina, the PSTU (part of the IWL-FI) will perform a commemoration event in the Hotel Bauen, on February 4, and <em>Ediciones Marxismo Vivo<\/em>\u00a0has recently launched a special re-issue of the book\u00a0<em>Conversations with Nahuel Moreno<\/em>\u00a0(1985). [Available in Spanish and Portuguese \u2013 T.N]<br \/>\nIn these events and publications, he will be remembered from the varied and broad aspects of his political activity. In this article we want to focus on what we consider one of the main legacies of his long militant trajectory and some of its central aspects, which from of our point of view give foundations to the so called \u2018Morenoism\u2019 as a specific tendency among the left-wing in general and the Trotskyism in particular.<\/p>\n<p><strong>More Proletarian than Ever<\/strong><br \/>\nThis phrase encapsulates the perspectives of Nahuel Moreno and Morenoism, and refers to an advice he used to give to the organizations he led, especially in moments of crisis or doubts. He would say that we should try to be \u201c<em>more proletarian, more Marxist and internationalist than ever\u201d.<\/em>\u00a0In this short phrase he summarized a true guide for the construction of those organizations.<br \/>\nRegarding being \u201cmore proletarian\u201d, it was something he implemented since the beginning of his militant trajectory, around the 1940s, when he broke with the \u201cbohemian cafe Trotskyism\u201d and moved the small group of teenagers that conformed the GOM [Marxist Proletarian Group] to Villa Pobladora, a town in the industrial heart of Argentina at the moment.<br \/>\nHe held that Trotskyism and its program should be the political expression of the working class, specifically the more densely concentrated and exploited segments of it, stating it was the only possible base for a workers\u2019 revolutionary party to be built on and move forward towards its strategy.<br \/>\nTo him, to construct the party among the working class (although they could and should take advantage of the situations to construct among other sectors, it was always to go back and take those forces to the working class) had two root motives. First is that even if other social segments might be more dynamic and explosive in struggle the working class (specifically, the industrial proletariat) was much more solid and impactful in its struggle against capitalism. Thus, the party able to create strong roots among the working class would also be much more solid and impactful, much less subjected to the come-and-go of each situation and the changing \u201ctheoretical trends\u201d.<br \/>\nThe second reason is deeply strategic. He pointed out our model of Socialist Revolution could only be carried through the self-determined and continuous mobilization of the working class. Although it might take more time (\u201c<em>20 or 30 more years<\/em>\u201d, he said in <em>Conversations<\/em>), that is where we should build, and encourage such process. We cannot deceive History through shortcuts and build ourselves as a peasant or urban-plebeian tendency, because it would lead us inevitably to deep deviations from our strategy.<br \/>\n<strong>More Marxist than Ever<\/strong><br \/>\nRegarding being \u201cmore Marxist\u201d he meant, mainly, the necessity of studying deeply, to understand the theoretical tools of Marxism, as well as the new phenomena and processes that did not fit established theories, and to correct such theoretical tools when necessary in order to address new challenges posed by reality. It is about combining the central elaborations of Marxism that are still relevant today (not capitulating to theoretical fads or to impatient skepticism) with an always critical and alert look regarding what was not yet verified, or has been surpassed, by reality. As he said in his article <em>To be a Trotskyist Today<\/em>: \u201c<em>T<\/em><em>his is the first thing, to be Trotskyist is to be critical, including of Trotskyism itself<\/em><em>\u201d.<\/em><br \/>\nThis allowed Moreno to correctly characterize the Peronist governments of Argentina as bourgeois governments, what has led his group to maintain an independent posture regarding nationalist bourgeois governments like the Chavistas in Venezuela, an critical independence abandoned by the absolute majority of the Latin American left-wing.<br \/>\nSome of his best polemics against Ernst Mandel&#8217;s positions emerged from this assessment: he always examined the theoretical, strategic and principled bases for actions, maintaining a critical outlook and a constant obsession with engaging in real movements and struggles. In one such polemic, <em>The Party and the Revolution<\/em>(1973; also known as\u00a0<em>The Morenazo<\/em>), he debates with the guerrilla, ultra-left and \u2018vanguardist\u2019<a href=\"https:\/\/litci.org\/en\/30-years-anniversary-of-morenos-death\/#_ftn1\" name=\"_ftnref1\">[1]<\/a> tendencies, popular in the 1960s and 1970s. Some chapters, like <em>The<\/em> <em>Leninist Party or the Mandelist Party<\/em> (which analyzes the relationship between action, experience and consciousness, the method for writing slogans and its relationship to a party program) educated an entire generation of political organizers.<br \/>\nAnother important text is\u00a0<em>The Dictatorship of the Proletariat<\/em> (1978) that debates with a new deviation of Mandel: an attempt to adapt the concept of dictatorship of the proletariat to the content of bourgeois democracy. Together with a precise systematization of what the dictatorship of the proletariat and its different variations mean, Moreno made a prognosis: if the Unified Secretariat (USEC) continued on this path, it would end up abandoning the Trotskyism and embrace reformist politics. Sadly, this prediction became true. As we will see further on, the USEC was also followed by a large portion of Trotskyist groups, including several tendencies that still claim to be Morenoists today.<\/p>\n<p><strong>A School for Tactics<\/strong><br \/>\nOn the other hand, to be more Marxist is about deeply studying the situations in the world and in each country in order to craft the correct political approaches. Moreno pointed out that revolutionary politics are made in the same way a good doctor only indicates treatment after doing the necessary tests and elaborate a careful diagnosis. Many times he criticized national leaders of his own tendency and labeled them as \u2018folk healers\u2019\u00a0(<em>curanderos<\/em>) because they did not follow these steps and worked only on the base of intuitions and first impressions, which would leave them vulnerable to mistakes.<br \/>\nOn the base of rigorous analysis of the different situations in Argentina and other countries, many tactics, the \u201c<em>possible and applicable ones<\/em>\u201d, are part as whole of a genuine library of revolutionary construction that goes from the participation in electoral processes and the use of legality to undergound activity and struggle against dictatorships, crossing through participation in labor struggles and the organization of workers.<br \/>\nIt would take too long to list them all here, but we do want to highlight some moments in which the organizations oriented by Moreno were able to \u2018break the siege\u2019 of marginality and participate in important processes of class struggle.<br \/>\nBetween 1956 and 1958, the small Argentinian POR [<em>Partido Obrero Revolucionario<\/em>, Revolutionary Workers\u2019 Party] published, together with combative Peronist working activists, the newspaper\u00a0<em>Palabra Obrera\u00a0<\/em>[Workers\u2019 Word], selling thousands. Its influence in the factories allowed the POR to have an important influence in the main strikes and co-lead the Peronist Resistance against the military dictatorship.<br \/>\nDuring the first years of the 1960s, <a href=\"https:\/\/workersvoiceus.org\/2023\/07\/02\/who-was-hugo-blanco\/\">Hugo Blanco<\/a> (a Peruvian student that was recruited to the party in Argentina by Moreno\u2019s group) went back to Peru where he organized and led unions and the struggle of Cuzco peasants for agrarian reform. He became, like this, according to Moreno himself, \u201c<em>the most important Trotskyist leader of masses after Trotsky<\/em>\u201d.<br \/>\nIn 1979, the Colombian PST [Socialist Workers\u2019 Party] encouraged the foundation of the Simon Bolivar Brigade, which fought in Nicaragua against the dictatorship of Anastasio Somoza, together with forces of the Sandinista National Liberation Front (FSLN). 3 of our soldiers were killed in combat, in addition to several more injured. Militants and sympathizers of Trotskyism were proud of intervening directly in a major revolutionary process and the defeat of one of the bloodiest dictators of the Latin American continent.<br \/>\nAlso in 1979, in Brazil, members of Convergencia Socialista [Socialist Convergence] made a call to build a workers\u2019 party. In the IX Congress of Metal Workers of the State of S\u00e3o Paulo, Jos\u00e9 Maria de Almeida presented a manifesto calling \u201c<em>all Brazilian workers to join the construction of his party, the Workers\u2019 Party<\/em>\u201d. The motion was approved despite Lula\u2019s posture (he wanted to make the MDB \u2013Movimento Brasileiro Democratico, Democratic Brazilian Movement\u2013 a popular front together with the bourgeoisie). It was also Morenoism that had the policy of building a new union federation, the CUT, taking down the old union bureaucracy. Thus, Morenoists were the leaders in the process of building one of the biggest workers\u2019 parties in the world, in tandem with a new union federation \u2013 back then, one of the most dynamic and democratic federations of the world. \u00a0Thanks to this Brazilian Morenoists achieved a solid insertion in the working class. It is important to mention that Convergencia Socialista as the main left-wing opposition to Lula\u2019s leadership of the PT. It never capitulated to it, as a great number of left tendencies sooner or later did. Thus, it was expelled of the PT in 1992. Moreno&#8217;s party continued as the PSTU, becoming the intransigent working-class opposition through the left to the bourgeois governments led by the PT.<br \/>\nAdditionally, from 1982 onward, taking advantage of legalized elections, participation in workers\u2019 struggles and intervention in anti-bureaucratic labor lists, the Morenoist MAS [Movimiento al Socialismo, Movement towards Socialism], in Argentina, became the most important left-wing party of the country and the biggest Trotskyist party of the world.<br \/>\nDespite many setbacks and failures, these examples remain as important lessons that with a correct, bold policy, Trotskyism can make important leaps regarding its construction, even in apparently difficult moments.<br \/>\n<strong>An Ever More Current Battle<\/strong><br \/>\nDuring the 1950s, Moreno&#8217;s political battles inside Trotskyism were essentially driven against the capitulation of sectors of the Fourth International to Stalinism and to nationalist bourgeois movements. During the decades of 1960s and 1970s, the battles were against the ultra-left-wing and guerrilla \u201cfever\u201d. By the end of the 1970s and beginning of the 1980s, he began a new battle that would last much longer than the previous ones: the one against opportunism and the capitulation to bourgeois democracy and popular front coalitions. The date is not a coincidence: those were the years when the implementation of the bourgeois policy we have called \u201cdemocratic reaction\u201d began to stop revolutions around the world.<br \/>\nIn a certain way, the debate with Ernst Mandel on the content of the Dictatorship of the Proletariat anticipated this latest one. It was later made less theoretical and more concrete, after the capitulation of the OCI [Internationalist Communist Organization] -led by Pierre Lambert- to the bourgeois Popular Front government of Fran\u00e7ois Mitterrand, in 1981.<br \/>\nIn his work\u00a0<em>The OCI\u2019s Betrayal<\/em> (1982), Moreno exposed all sorts of fake arguments, reasoning and maneuvers used by Lambertism to camouflage its betrayal of Trotskyism. The content of the chapter <em>Trotskyism and opportunism in face of popular front governments<\/em>\u00a0and the comparative analyses Moreno made can also be applied, more or less, to what happened in Brazil with Lula\u2019s government, in Venezuela and Bolivia with Ch\u00e1vez and Evo Morales, in Greece with Syriza, etc., regarding the method used by most of the left to capitulate to these bourgeois governments.<br \/>\nThe problem has deepened a lot since then, as in a true windstorm of opportunism, most of the left has turned to the right, abandoning the perspective of seizing power and the socialist revolution as the only possible way to change the world, replacing it with the perspective of \u201chumanizing capitalism\u201d or \u201cradicalizing democracy\u201d. They ended up becoming the left \u2013wing of a capitalist system in complete bankruptcy, and they limit their actions to the \u201cresistance\u201d\u00a0 inside of the democratic bourgeois regime.<br \/>\nSeveral organizations were not equally bold in writing so they kept the program formally \u2013 that is, the strategy of power and the revolution. Yet, using arguments like \u201can unfavorable relationship of forces\u201d, \u201ca setback in masses\u2019 consciousness\u201d and \u201ca reactionary turn\u201d, they end up joining the other tendencies by raising the same concrete policies of capitulation and, in many cases, building the same parties together.<br \/>\n<strong>More Internationalist than Ever<\/strong><br \/>\nRegarding being \u201cmore internationalist\u201d, in <em>Conversations<\/em>, Moreno states the main preoccupation of his extensive political activity was to intervene in several organizations he was part of. Like Trotsky, he considered there could not be Trotskyist national organization or activity if not as part of the construction of an international organization. And since 1948, when he was elected delegate by the POR to the II Congress of the IV International, we was faithful to this principle.<br \/>\nDuring long periods he was a minority in these organizations. It is the case of the Unified Fourth international until 1953, the International Committee until 1963, and the USEC between 1963 and 1969. He never abandoned international militancy nor stopped participating actively in the polemics and debates posed. In 1979 he began the construction of his own international tendency, first through the Bolshevik Faction (FB) and later, since 1982, through the International Workers\u2019 League \u2013 Fourth International (IWL-FI).<br \/>\nAt the same time, despite the fact that during the decade of 1980s the IWL-FI became the biggest and most dynamic international Trotskyist tendency of the world, he never fell in the temptation of self-proclamation as \u201cThe Fourth International\u201d. On the contrary, even in the party constitution he always described its work as the task of <strong>re-building the IV International<\/strong>\u00a0as an alternative of leadership for the masses.<br \/>\nWe can say the IWL-FI is the concrete legacy of Moreno. In a historical moment when the Leninist revolutionary party model is not trendy, much less a revolutionary international, the IWL-Fi continues to follow the example of the Third and Fourth Internationals.<br \/>\nThe IWL-FI also suffered the consequences of opportunism, and after Moreno\u2019s death it went through a deep crisis that almost led to its extinction; but it overcame this crisis and moved forward. Today, in the frame of the worst international economic crisis since 1929 \u2013a fact that categorically undermines any claims that there has been a triumph of capitalism-, its sections and militants look to intervene actively in the real processes of class struggle, with parties, organizations and sympathizers in more than 25 countries in America, Europe, Asia and Africa. Moreno\u2019s legacy and his main project are still standing and fighting as the embryo of the revolutionary leadership we need to change the world from its roots.<br \/>\nAs he taught us, Marxism is not a religion, and nor is Moreno a prophet that made no mistakes. On the contrary, we embrace the deep capacity of self-criticism that characterized him throughout his militant life, defined by him as a trajectory of \u201cmany mistakes and a few successes\u201d.<br \/>\nWe do not make false declarations about the lasting importance of Moreno&#8217;s work (the IWL-FI): we put our organization to work, to serve the reconstruction of the Fourth International and create a revolutionary alternative for the masses, in moments in which this task becomes more and more necessary. This is the reason why building the IWL-FI is indispensable<\/p>\n<p>We are not religious zealots of revolution. Nevertheless, with the same enthusiasm and revolutionary conviction that characterized Moreno, we say with him:<br \/>\n\u201c<em>\u2026 <\/em><em>I don\u2019t think the triumph of socialism is inevitable.\u00a0<\/em><em>I believe the result depends on the class struggle, of which we are part.<\/em><em> And thus, the indispensable is to struggle; struggle with enthusiasm to defeat. Because we can defeat it.
