Now the center of the struggle has shifted to East Jerusalem and the West Bank. In return for Al Fatah’s recognition of the State of Israel and their agreement to end the struggle against it, the PA was formed to govern civil and internal security in the Gaza Strip and the West Bank.

Supposedly it would be the foundation for a “future Palestinian State” for the region, within the framework of a “two states” solution (one Jewish and one Palestinian) – a state that, were it to be created, would have been something totally impossible for economic and geographical reasons. In reality, the PA is, actually, a colonial administration with very limited powers (similar to the South African “Bantustans” in the days of Apartheid) and a deep financial dependence on Israel and on foreign aid.

Since Al Fatah, the Palestinian political party of Yasir Arafat, is controlled by the PA, it is no longer the trend that expressed the struggle of the Palestinian people against Israel. That is why the comparison of the PA to the judenrat (in German: Jewish council) – the Jewish authority inside the Ghettos, created in 1941, who acted under the control of the Nazi authority – is completely legitimate.

This reality has produced a severe deterioration of the relationship between Al Fatah and the Palestinian people, as was clear with Al Fatah’s electoral defeat at the hands of Hamas in the PA elections of 2006. Later on, the confrontation between the two organizations exploded with the coup by Mahmud Abbas (President of the PA and top leader of Al Fatah). Though, the coup was defeated in Gaza and the forces of Abbas were driven out of there, the coup regime was able to maintain control of the West Bank. That is why there are constant Israeli raids on the Gaza Strip, in order to oust Hamas, something they have not yet been able to achieve and that has radicalized the fighting spirit of the Palestinian people.

The Palestinian people have made clear – through their action and even through the vote – that they will not accept this collaborationist and corrupt Al Fatah and PA administration. Clearly, the formation of the PA by Al Fatah was a victory of this policy, which still is the main guideline of the policy of imperialism and of all the international institutions.

Tensions Between Obama and Netanyahu Take Place Within The Framework of a Strategic Agreement Between The USA and Israel

The international media are focusing a lot on the clashes between the Obama administration and the Netanyahu administration over their policy. But the Netanyahu administration insists on doing the complete opposite and thus is only aggravating the tensions. At the same time, the Obama administration is suffering the weakening of his image, since he is not able to make headway with his policy. Their maximum objective would be to drive the Palestinians away from Jerusalem and the West Bank, or at least, to reduce them to tiny townships with no possibility to defend themselves. That is why Netanyahu has gotten such broad support at home: for not accepting restrictions on the expansion of the colonies and for usurping Palestinian lands in East Jerusalem.

Second, Israel cannot accept under any conditions that an Arab or Muslim country possess any weapon with which to challenge them, such as could be the case with Iran if it develops nuclear weapons. That is why Israel expects the allies to accept, as they have always done, its genocide initiatives and provocations. But there is a limit to all this activity, and it is precisely Israel’s financial and military dependence on the US. In the meantime, they want to advance as much as possible into the PA territory (fundamentally in control of the land, water, and roads from the West Bank and, especially, from Jerusalem) so that, even if Israel is compelled to accept the creation of a “Palestinian State”, it should not be much more than a handful of villages and cities. These villages and cities would be completely dependent, economically and militarily, on Israel and their administration would be under the full control of the latter, even if they are formally called “independent states”.

But the application of this policy – as we have already seen – aggravates the confrontations inside the region and clashes with the policy that Obama is trying to apply while it deepens the thinning out of his position due to the impossibility of putting it into practice and this, as we have seen spawns the crisis between both.

 Lula’s Trip

It is in this framework that we should view Luis Inacio Lula da Silva’s, President of Brazil, visit to the region, a trip that the media presented as an “independent attempt” at “opening new paths of peace” in the Middle East. We repudiate these new attacks and the repression by the Natayahu administration.

At the same time we insist on the need to draw conclusions from all that has happened in these last years. First, that the policy produced by the Oslo agreements creates a deadly trap for the struggle of the Palestinian people, especially through the “colonial administration” of the PA. Second, that even if a Palestinian mini-state were created, it would have no chance of achieving a really independent existence. Rather, it would be compelled to live under the boot of Israel, with the latter acting as colonial administration in charge of controlling the people.

This means that there can be no real solution without the destruction of the Nazi state of Israel (the real cause of the conflicts in the region) and the construction of one Palestinian state – secular, democratic and not racist – where the banned Palestinians would be allowed to return to their land, and where those Jew who accept the rights of the Palestinians to the land would be allowed to coexist in peace if they wish to.

This task poses the need for a third Intifada to defeat Israel. In this struggle, there can be no unity with the agents of Zionism and imperialism inside the Palestinian people, such Mahmud and the PA. The only really useful basis for the unity of the Palestinian people is the one that will organize and push forward the Third Intifada. This struggle will sweep away the PA as well. For this struggle, it it necessary that Al Hamas cease all calls for unity with Al Fatah and, together with other forces of the resistance, call for a confrontation with the Zionist invaders and their accomplices from the PA.

This struggle will also have concrete tasks, such as tearing down pro-imperialist administrations and partners of Israel, such as the dictatorial regime of Hosni Mubarak in Egypt that has played a significant role in the isolation of the Gaza Strip. We demand that organizations like Hezbollah, that won tremendous prestige among the Arab and Muslim masses due to their triumph over the Israeli army in 2006, break with their policy of “national unity” with pro-imperialist bourgeois sectors in Lebanon and participate actively in this struggle against Israel. But the responsibility for pushing this struggle forward, if it is to be successful, cannot remain in the Palestinian hands alone. We need a joint struggle of all the Arab and Muslim people, who feel deep solidarity with the Palestinians, as they proved when they demonstrated in Beirut, Lebanon and Istanbul, Turkey. If this struggle is to be triumphant, it must be taken up by the toiling masses of the entire world, we must mobilize internationally until this racist and genocidal state is finally defeated.

That is why we call for a massive campaign of solidarity with the Palestinian people, as was the case during the genocide that was inflicted on the Gaza Strip. We need to mobilize the workers and communities to extend commercial boycott against Israel to the entire world (that is, accept neither imports from or exports to Israel), following the example of what the Australian and South African longshoremen did, as well as other trade unions, during the siege of Gaza. We must demand from our governments immediately end commercial relations with the Nazi state of Israel. We have to maintain the mobilization in the streets for the liberation of the Palestinian people.

Sao Paulo, March 21, 2010

International Workers’ League – Fourth International (IWL-FI)

DECLARACIÓN ¡Todo nuestro apoyo a la lucha del pueblo palestino!
