The UN Security Council has voted an exclusion area for Libya. This measure is part of a recent imperialist response to the revolutionary process in the North of Africa and the Middle East as a whole. The headway the Arab Revolution is making is a serious menace for imperialism, for it has challenged one of the central pillars of the world order, the place where the most important sources of oil and gas are to be found; it has also jeopardised the very existence of the State of Israel, the military gendarme of imperialism in the Middle East.
\nFaced with the fact that revolution just do not cease and threaten with spreading to Saudi Arabia, imperialism has decided to intervene militarily and rein in the whole process no matter what cost before the lose whatever control is still left. That is why, after a significant discussion and hesitations, the Security Council decided to vote the military intervention in Libya. This is a part of a coordinated military counterattack at various fronts, adopting different shapes but always aiming at the same target.
\nAt Bahrain, the see of the USA V Fleet, seeing that the main square of the capital city was taken by the masses threatening to topple the monarchy, and by the crisis of the Emir\u2019s army unable to prepress the struggle thoroughly enough, imperialism resolved to intervene through the army of the Saudi monarchy and that of the United Arab Emirates, both of them unconditional agents of imperialisms. In Yemen, they are boosting the ferocious repression by the dictator Saleh who, in this last week alone produced over 40 mortal casualties.
\nThe exclusion area in Libya<\/strong>
\nIn Libya, imperialism has decided to act on their own, under the disguise of the UN and decreed the exclusion zone, an area that has become a zone licensed for military intervention. This means that imperialist armed forces of imperialism, by means of the NATO are entitled to attack any military installation in Libya. But this time, deeply concerned by the erosion caused by their intervention in Iraq and the current occupation in Afghanistan, American imperialism tried to seek an ample front with all the other imperialisms, with Russia and China \u2013 through the UN Security Council, even with the Arab League. For that purpose he used the alibi of the genocide unleashed by Gadafi, which the entire world saw on TV and regarded as massacres committed by the dictator. But if this was the real reason, how can we explain that simultaneously imperialism supports the Saudi Arab monarchies and Bahrain as well as the dictator of Yemen who are repressing and murdering demonstrators in these two countries.
\nWhat is all this imperialist intervention for?<\/strong>
\nConsequently we must be very clear about that: the massacres of civilians committed by Gadafi in Libya are the excuse for the intervention under the UN umbrella, but the real reason is the opportunity of taking advantage of the generalised wrath produced by Gadafi in order to once more intervene militarily and directly in a region where the Arab revolution is underway and so ensure the control of the region at a critical point: Libya.
\nSuch is the degree of radicalisation of the confrontation against Gadafi, that imperialism must intervene to avoid a civil war spreading out and prevent the Arab revolution to become even more radical in case of an immediate military victory of Gadafi, which would create the possibility of a guerrilla war or even a prolonged civil war in a central country to the supply of oil, something that might spawn a support movement in the whole area.
\nWielding the same cynicism with which they supported him for years and entertained him lavishly in European capitals, now that the population rose in arms against the dictator, imperialist powers switched on to another tactic: they withdrew their support to him in order to impose a solution that would stabilise the situation and make their interest prevail the way Gadafi used to do so far, but controlling the situation. It was not that fact that Gadafi started killing civilians what produced the change for imperialism, but the beginning of the revolution and an armed insurrection against the dictator supported by most of the population and the fact that imperialism has to stabilise the situation.
\nBut the Obama administration is concerned about the political situation and the erosion of the USA due to the occupation of Iraq and Afghanistan in the region, a fact that affects the situation at home. That is why, apart from broadening the imperialist front, he also tried to seek the support of Arab peoples, especially of the Libyans, for this intervention. That is why getting the support of the Arab League for the exclusion area.
\nThe reaction of the rebels<\/strong>
\nIn the early days of the insurrection, the rebels captured a helicopter with English officers who wanted to negotiate with them but were immediately driven out of the country. Imperialist involvement with the struggle of the Libyan people ran into evident hostility. Imperialism waited to see if the situation could change when Libyans were downhearted due to the massacres and military defeats that revealed Gadafi\u2019s great superiority. Contrasting with the popular committees, raised by workers inexperienced in the use weapons snatched away from the regular army, divisions of well supplied and well trained Khamis Brigades which fought for Gadafi.
\nImperialism took advantage of a moment in the civil war when an offensive of the Gadafi troops was launched against cities that had been liberated by the rebels, who were now losing a great part of what had been achieved and began to feel framed in. This spawned some expectations among the Libyan population that felt threatened by Gadafi and began to look forward to foreign aid. Unlike the early days, when the popular committees used banners and statements to repulse the UN intervention, now expressions of popular support for the UN intervention and the air exclusion area, This was even reflected on banners in Bengazi.
\nWe must expose the Libyan bourgeois leaders of the opposition who are claiming for support for the UN decisions, many of whom stem out of the Gadafi administration; some of them overtly claim for imperialist military intervention with land troops. This goes to prove how they are ready to serve as agents of imperialism and to betray the Libyan revolution.
\nIn the IWL we stand by the Libyan revolution against Gadafi, in spite of the pro-imperialist position of several leaders of the opposition. We also wish to warn the demonstrators from Bengazi: The first thing these imperialist troops will do once they get into Libya, will be turn into the new occupants of the country and their first step will be to disarm the popular committees so as to make sure that the government that remains in Libya will mind imperialist business. Even if they march in wearing the blue helmets of the UN, this will be their job and whoever will oppose is to be repressed.
\nThe presence of the foreign troops will be useful to put imperialism in control of just like what they did in Iraq or Afghanistan. The evidence is in the support to the bloodthirsty repression in Bahrain and Yemen, where the deep reason is exactly the same: impose a stability that will suit imperialist interests. That is why we are absolutely against the intervention and we summon the dissenters to repudiate it and fight against it. The truth is that there are two enemies we have to fight against: Gadafi and imperialism that is coming to control the country using a humanitarian discourse and talking of \u201cpeace\u201d. And to make things worse, it offers Gadafi the alibi to act the victim and \u201cdefender of national sovereignty\u201d.
\nTwo discussions<\/strong>
\nAt present we can see two types of positions on the left that have to be ruthlessly disputed. Hinging round Fidel Castro, Daniel Ortega and Chavez \u2013 \u201cGadafi\u2019s friends\u201d, a position was built up saying that it was necessary to support Gadafi because imperialism is against it, because he is anti-imperialist. But this is entirely false. Imperialism supported Gadafi, armed him and trained him in these latest years. Furthermore, even in the days of the toughest confrontation, Gadafi repeatedly told imperialist governments that he could keep on guaranteeing the imperialist interest with respect to oil, keep on fighting against the Al Qaeda in cooperation with imperialist powers and keep on acting as vanguard police of the European Union preventing the illegal immigrants from Africa reaching Europe.
\nGadafi, whose position was the same as that of the Cuban and Sandinist leaders used to have serious confrontations with imperialism (they are partners today) is drowning these mobilisations in blood so much so that he has spawned a civil war. But Fidel Castro and Daniel Ortega are on Gadafi\u2019s side in this war. These leaders, who claim to represent the left, are still defending a butcher that used to be a friend to imperialism. They go so far as to deny (they talk of a media warfare) and doubt if there were any attacks against civilians or any massacres which everybody saw on the world media, on internet and photos. But Gadafi himself confirmed it when he remarked cynically that he was doing precisely the same thing as what Israel was doing in Gaza, meaning genocidal massacres against civilian population. The fact is that it was Gadafi and his genocidal practice who furnished imperialism with arguments to intervene militarily.
\nSome defenders of this type of standpoint say that the Security Council decision confirms their analysis, but we must perceive what is behind appearances: if now all imperialisms decide to intervene and have the blessing from China and Russia, it is precisely to secure the agreements they had with Gadafi, something that – no matter how much the dictator may swear that he is willing to do \u2013 he is no longer a guarantee.
\nThe other standpoint on the left is a serious capitulation to imperialism: we mean those who hail the imperialist intervention as the \u201cdefense of the civilians\u201d or something to \u201cstop the massacres\u201d. Some of them limit themselves to giving support to the exclusion area already accepted. Others go as far as supporting imperialist intervention with peace troops: these sectors trust that the UN troops stand for peace. In general, the argument goes that, in order to stop the massacre, we must apply to international institutions. Those who propose imperialist intervention as a solution forget the UN role in Afghanistan, in Palestine, in Iraq and in all those allegedly “humanitarian\u201d occupations. They are those who insist on regarding Obama as a human face even though he is still occupying Afghanistan and Iraq and bombing Pakistan.
\nThis position is so wicked, that it leads workers to support an imperialist intervention in Libya, which will be the base for the occupation and oppression of the Libyan people and an outpost to attack the whole Arab revolution. The contrary is true: it is necessary to make strong campaigns against posting troops, belying their campaign meant to justify their military intervention, demonstrating against the governments that participate in the occupation plans.
\nThe solution is the Arab revolution<\/strong>
\nThe military imperialist intervention is meant to bury the revolution: the camp of the revolution must halt this intervention. On the other hand, the new occupant will repress all those who dare to challenge them.
\nWe must remind the Libyan masses that their revolution is part of the Arab revolution and that are why it has received so much support in the North of Africa, the Middle East and workers in all countries, especially in Europe, where the relation is very close due to the presence of a strong Arab and North African immigrant community. It is there, among the peoples and the workers that support is to be found. But it is necessary to transform this solidarity, which the Libyan revolution has received from the entire Libyan world into a fighting force to defeat Gadafi by the force of as ample an action as possible of the masses in the entire region. We must summon for the most ample solidarity with the Libyan revolution. The first task in the Arab countries is to demand that the governments should withdraw their support to the imperialist intervention declared by the Arab League- We must summon the Arab masses to active support sending weapons and volunteers to fight against this genocidal dictatorship.
\nParticularly in the neighbouring countries, such as Egypt and Tunisia, where the revolution has had strong development, we must expose the governments for their current standpoint and demand that they should withdraw their support for the intervention that was passed by the Arab League and demand that they split from the dictator Gadafi facilitating the shipment of food, medicines and weapons for the rebels.
\nThe example of the Spanish civil war and that of the Nicaraguan revolution to topple Somoza, proved that it is possible when a civil war is at stake, where on one side there is a murderous dictatorship and on the other side there are the toiling masses up in arms, it is possible for activists from all over the world top join in the fighting arm in arm with the revolutionaries as internationalist support brigades. This is especially so in Arab countries where the revolution is alive, it is possible to organise thousands and thousands of workers and young people to go and fight against the bloodthirsty dictatorship. Such organisation is opposed to any kind of imperialist intervention trying to dominate the country and annihilate the insurrection.
\nIt is also urgent to support the revolution in Bahrain and Yemen. The Arab revolution is a sole process where the outcome of one will influence the result as a whole. The future of the Egyptian and Tunisian revolutions is also at stake here.
