{"id":11136,"date":"2021-05-04T21:42:15","date_gmt":"2021-05-04T21:42:15","guid":{"rendered":"https:\/\/lavozlit.com\/?p=11136"},"modified":"2021-05-04T21:42:15","modified_gmt":"2021-05-04T21:42:15","slug":"sos-colombia-stop-the-massacre-no-to-the-militarization-of-cities","status":"publish","type":"post","link":"https:\/\/workersvoiceus.org\/es\/2021\/05\/04\/sos-colombia-stop-the-massacre-no-to-the-militarization-of-cities\/","title":{"rendered":"SOS Colombia: Stop the Massacre, no to the militarization of cities"},"content":{"rendered":"<p><em><span lang=\"en-GB-oxendict\">F<\/span><span lang=\"en-GB-oxendict\">our days\u00a0<\/span><span lang=\"en-GB-oxendict\">after the<\/span><span lang=\"en-GB-oxendict\">\u00a0massive protests\u00a0<\/span><span lang=\"en-GB-oxendict\">of<\/span><span lang=\"en-GB-oxendict\">\u00a0the National Strike, the Duque government has ordered the militari<\/span><span lang=\"en-GB-oxendict\">s<\/span><span lang=\"en-GB-oxendict\">ation of the cities to contain the mobili<\/span><span lang=\"en-GB-oxendict\">s<\/span><span lang=\"en-GB-oxendict\">ations that continue despite having been brutally attacked by the National Police, which have already\u00a0<\/span><span lang=\"en-GB-oxendict\">killed<\/span><span lang=\"en-GB-oxendict\">\u00a035 people, arrested 400, more than ten young people\u00a0<\/span><span lang=\"en-GB-oxendict\">injured<\/span><\/em><span lang=\"en-GB-oxendict\"><em>\u00a0and 2 women raped by the National Police, who use firearms at point-blank range to disperse the demonstrators and enter homes and residential complexes firing gas and stun guns.<\/em><\/span><br \/>\nBy SWP-Colombia<br \/>\nThe youth, the working class and the poor \u2013 despite the pandemic \u2013 have taken to the streets to risk their lives, not only in the face of the possibility of contagion but also in the face of repression by the police. The masses are not only coming out to confront the tax reform and Duque\u2019s \u201cPaquetazo\u201d\u00a0<span lang=\"en-GB-oxendict\">(set of measures)<\/span><span lang=\"en-GB-oxendict\">\u00a0but to protest against the conditions of misery in which they live.<\/span><br \/>\nThe protests are led by young people who only expect unemployment, indebtedness for their studies and precarious working conditions, as well as by popular sectors, most of whom live in the\u00a0<span lang=\"en-GB-oxendict\">gig<\/span><span lang=\"en-GB-oxendict\">\u00a0economy and have to endure daily police persecution.<\/span><br \/>\nAnd the fact is that last year, according to the made-up figures of the National Administrative Department of Statistics (DANE), extreme poverty reached 42.5% of the population, an increase of almost seven points compared to 2019, which was 35.7%. In other words, the pandemic left 3.6 million people in extreme poverty.<\/p>\n<h2><span lang=\"en-GB-oxendict\"><b>Militarisation of cities<\/b><\/span><\/h2>\n<p>Ivan Duque, announced on May\u00a0<span lang=\"en-GB-oxendict\">Day night<\/span><span lang=\"en-GB-oxendict\">\u00a0that he would resort to \u201cmilitary assistance,\u201d\u00a0<\/span><span lang=\"en-GB-oxendict\">stated in the<\/span><span lang=\"en-GB-oxendict\">\u00a0Law 1801 of 2016 or Police Code, which is defined as \u201c<\/span><span lang=\"en-GB-oxendict\"><i>the legal instrument that can be applied when events of serious alteration of security and coexistence require it, or in the face of imminent risk or danger, or to deal with an emergency or public calamity, through which the President of the Republic, may have, temporarily and exceptionally, the assistance of the military force.<\/i><\/span><span lang=\"en-GB-oxendict\">\u201d<\/span><br \/>\n<span lang=\"en-GB-oxendict\">This measure\u00a0<\/span><span lang=\"en-GB-oxendict\">was<\/span><span lang=\"en-GB-oxendict\">\u00a0taken after former president \u00c1lvaro Uribe V\u00e9lez invited,\u00a0<\/span><span lang=\"en-GB-oxendict\">on\u00a0<\/span><span lang=\"en-GB-oxendict\">social\u00a0<\/span><span lang=\"en-GB-oxendict\">media,<\/span><span lang=\"en-GB-oxendict\">\u00a0to support \u201c<\/span><span lang=\"en-GB-oxendict\"><i>the right of soldiers and police to use their weapons.<\/i><\/span><span lang=\"en-GB-oxendict\">\u201d<\/span><br \/>\nThis authoritarian measure by the pro-Uribe government of Iv\u00e1n Duque is a sign of the regime\u2019s weakness in the face of a wave of protests throughout the country that they have been unable to contain and which has had its epicentre in Cali\u00a0<span lang=\"en-GB-oxendict\">city<\/span><span lang=\"en-GB-oxendict\">\u00a0and the south-west of Colombia.<\/span><br \/>\nIn fact, the police have been taking control in the cities, overriding the mayor\u2019s\u00a0<span lang=\"en-GB-oxendict\">duties<\/span><span lang=\"en-GB-oxendict\">,\u00a0<\/span><span lang=\"en-GB-oxendict\">who<\/span><span lang=\"en-GB-oxendict\">\u00a0have been watching \u201cthe\u00a0<\/span><span lang=\"en-GB-oxendict\">running of<\/span><span lang=\"en-GB-oxendict\">\u00a0bulls\u201d from the sidelines, limiting themselves to making statements of support for the institutions or attending detention centres to \u2018verify\u2019 police actions.<\/span><\/p>\n<h2><span lang=\"en-GB-oxendict\"><b>Silence in the face of the massacre<\/b><\/span><\/h2>\n<p>This massacre has left more than 20 young people murdered in Cali, Bogot\u00e1 and Ibagu\u00e9,\u00a0 several crippled by ESMAD weapons, more than 400 people arrested but met with the silence of the supposed control bodies.\u00a0<span lang=\"en-GB-oxendict\">N<\/span><span lang=\"en-GB-oxendict\">either the Attorney General\u2019s Office nor the Ombudsman\u2019s Office showed up in the face of police barbarity. The mayor\u2019s offices<\/span><span lang=\"en-GB-oxendict\">\u00a0have limited themselves to silently support the police and accusing the youth of vandalism. Multilateral organisations which on other occasions have spoken out against governments that repress demonstrations have kept silent. The media, defending their regime, are spokespersons for the National Police and do not mention their crimes and hide the figures of those killed.<\/span><br \/>\nHowever, the people are on the streets and are ready to continue fighting, to continue calling for mobilisations in a National Strike that, as in 2019, surpassed the calculations of the trade union centres\u2019 bureaucracy that control the National Strike Committee, who called a virtual concert while thousands of people were on the streets, in an act of betrayal of the protests.<br \/>\nIt also exceeded the calculations of the opposition parties.\u00a0<span lang=\"en-GB-oxendict\">S<\/span><span lang=\"en-GB-oxendict\">ome have backed\u00a0<\/span><span lang=\"en-GB-oxendict\">the<\/span><span lang=\"en-GB-oxendict\">\u00a0police repression\u00a0<\/span><span lang=\"en-GB-oxendict\">of\u00a0<\/span><span lang=\"en-GB-oxendict\">their\u00a0<\/span><span lang=\"en-GB-oxendict\">oppositionist<\/span><span lang=\"en-GB-oxendict\">\u00a0mayors\u2019 offices\u00a0<\/span><span lang=\"en-GB-oxendict\">while<\/span><span lang=\"en-GB-oxendict\">\u00a0others have preferred to \u2018support\u2019 the struggles, but not to take the lead to show \u2018equanimity\u2019 towards the regime.<\/span><br \/>\nMeanwhile, thousands of young people, peasants, women, Afro and indigenous communities and the working class are taking to the streets not only against the tax reform that has been rejected even by the governing parties but also against the conditions of poverty and misery that they have had to endure for decades and that have worsened during the pandemic.<\/p>\n<h2><span lang=\"en-GB-oxendict\"><b>SOS Colombia<\/b><\/span><\/h2>\n<p>Therefore, we call on\u00a0<span lang=\"en-GB-oxendict\">the\u00a0<\/span><span lang=\"en-GB-oxendict\">working class, human rights, social and popular organisations at the international level to show solidarity with the struggles in Colombia, to denounce the massacre being perpetrated against those who have taken to the streets and to reject the militarisation ordered by the authoritarian government of Ivan Duque.<\/span><br \/>\n<span lang=\"en-GB-oxendict\">We also call on the\u00a0<\/span><span lang=\"en-GB-oxendict\">troops<\/span><span lang=\"en-GB-oxendict\">\u00a0and police not to\u00a0<\/span><span lang=\"en-GB-oxendict\">comply with<\/span><span lang=\"en-GB-oxendict\">\u00a0orders to massacre the population of which they are part, not to shoot against their own people, refuse to repress and join the youth\u2019s heroic struggles.<\/span><\/p>\n<p lang=\"en-GB-oxendict\">From the Socialist Workers Party, we call for an international SOS Colombia campaign, it is necessary to support the struggles with mobilisations abroad, with sit-ins at the Colombian Embassies, with boycotts of Colombian products, demanding that this massacre be stopped.<\/p>\n<p lang=\"en-GB-oxendict\">It is also urgent an Emergency Meeting that can lead the National Strike against the Duque government because the National Strike Committee controlled by the trade union bureaucracies has not been able to take the lead.
